Every team agrees performance matters. Almost none of them can tell you the number it must not exceed, which means it does not matter — it is a preference competing with features, and features win every sprint.

Pick the device first

A budget measured on the machine that built the code is theatre. Choose a real reference device that matches the tenth percentile of your users, buy three of them, and put one in CI.

We hold cold start, frame time and bundle size. Three numbers, checked on every merge, owned by the whole team rather than by whoever cares most.
